Budget Hotels Near the Quebec Winter Carnival

In comparison to the other hotels on this list, the following hotels are lower in price. However, if you are looking for even less expensive hotels, you will need to look outside of the downtown area.

There are some great hotel options that can be found in the surrounding neighbourhoods for a lot less. But they would require that you drive or take public transportation to get to the Quebec Winter Carnival venues, and then pay a pretty high rate for parking in the public lots.

Yes! The Quebec Winter Carnival actually draws more than a million visitors a year to Quebec City. The carnival festivities are definitely a great reason to visit, even if it means braving the frigid winter temps.

Where should I stay in Québec City without a car?

Old Quebec is the best place to stay in Quebec without a car. The city is very walkable, making it easy to explore Gare du Palais, Upper town, Lower town, Parliament, and the Fountain on foot.

Of course, guided bus tours or the city bus can also be used to go outside of the city if you are looking to explore even further.

Is it better to stay in upper or lower Quebec City?

In our opinion, it is better to stay in upper Quebec City if you are visiting the Carnaval de Quebec. This is only because you are closer to the venues, and you will spend less time travelling back and forth to your hotel.

Of course, as we mentioned earlier, if you are just generally visiting Quebec, both the upper and lower parts of Old Quebec are extremely walkable. So you really can’t go wrong with either choice!
